The Bill (Reg. No.2396) defines the order of activity of subjects that facilitate emigration of the natural persons from the territory of Ukraine or their temporary stay abroad, and establishes general requirements for such subjects.
The Committee members stress that currently the activity of the emigration services subjects fail to be regulated by any Law, which results in the malfeasances, spread of the human trafficking and other criminal activity.
Therefore, the Bill establishes the requirements for the companies that render emigration services, namely, for the registration of documents permitting such an activity; managers and officials of the legal entities, and natural persons-subjects of entrepreneurship for the right to render non-governmental emigration services; for the foreign enterprises and foreigners for conducting such an activity.
The Committee upholds the Bill, as its adoption will prevent circumstances and conditions for violations in the field of emigration services.
